"A man may dream of drinking wine but wake up crying when morning comes, a man may dream of crying but then go off to hunt in the morning. Thus, when dreaming, one doesn't know one is dreaming. But a man may also interpret a dream within a dream, and it is only after one awakens that he realizes it was a dream. Moreover, after having a great awakening, he knows that it was a great dream.
But the foolish assume themselves to be awakened, pretending to know what is going on. Calling this man a ruler! That man a herdsman! How bigoted was Confucius! You are all dreaming! And my saying that you are dreaming is also a dream. Such talk may seem paradoxical, but ten thousand generations hence, we will encounter a great sage who will figure it all out, but it will feel as though he appeared with astonishing speed."

Has anyone played Destiny?
What I read is this analogy: a person creates a simulation, and in that simulation an AI becomes self aware, then that AI kicks a simulated ball, then that is cause and effect, but if the person changes the balls colour out of nowhere, then that breaks the laws of physics in that simulation, to the AI it is supernatural, but it obeys a natural law in a higher level of reality, that is what is meant in the game by "paracausal". So what if there is a level of reality above the one we are in?
Homo Sapiens emerged 10,000 generations ago, so who is this great sage? That turns out to be me!
