This account has repeatedly posted irrelevant hate comments in the gallery for several months. I believe this account should be banned from commenting.
And this account has a high degree of overlap with @姬辰星 comments, so it is likely that this is a multi-account user.

Uploader comment can be freely edited via the gallery manager at any time.

Be reminded that for ads spammer if you don't post in the Spammer Reports thread, it is not entirely unlikely that they will be missed by the moderation team. In other words, they may still retain the ability to make more ads in the future despite downvotes from the community.

Cleaning up old bad comments here is appropriate, but if someone is spamming ads or some weird bullshit, again, make a post in the Spammer Reports thread (or PM me, Shank, or Tenboro if you are shy).

in addition,i don't think it's enough just delete his comments,he created two gallery only for war,he's practically a war starter,i think his account should be banned and delete all he created.

Question related with api, interface and web comment functions:

In regards to commentry spammer problem, I have frequently found out that, despite both the brower-web function and community rules have limited comment to 1 per user per gallery, there are many times which galleries contain multiple comments from the same user.

I suppose this is enabled by web-api and those viewer app from Github or others. Yet, I believe that is still away from community rules and making counter spam/jerk comments harder.

Is there any restrictions or methods to solve this problem?

I think if the last comment made on a gallery was yours, and you make another then it will append the new comment on to the previous one. If someone else posts after your initial comment then it makes your newest a fresh comment.

That may be where the confusion of only one comment per came from.

their comments are literally to troll me.
I also think they have multiple accounts to like their own comments.

I am sick and tired of you people downplaying a singular user allowed to harrass and hate stalk me for over a year now.
I've literally asked them to stop they won't

The rules on here literally say
no harrassment or bullying of any kind.
so what you are saying that rule doesn't matter and are outright calling me a dainty little snowflake when AGAIN they have done this multiple times without any remorse how is that cristism!?
