Exactly what the title says it resizes everything to be able to use it in a normal window instead of that small window, the main objective is to bring you to the future instead of those old css from late 90's.
There is no limit of size, you can reduce/expand the window the size you prefer.

That looks like HVToolbox, are these features are only compatible if you're running it (rather than HVUtils)?

I also use HVToolbox that's why it appeared in the image, but you can ignore that what I meant is the button bellow "Transfer Equipment". And in the Shop the button bellow the Store Inventory the other side of "Sell all"
You don't need HVToolbox to use it.

I should have edited the image to remove the HVToolbox to not cause confusion.
